Revision 2149.3 supplies a three-family parameter record and a deterministic local workbook. Its clock-cubed single-silicon model excludes memory, networking, facility overhead and upstream manufacture. A calculated estimate is not a measured board.
MW names power; MW·day integrates heat over the declared operating period. At 365 days, MW·day/year labels the annual workbook. Price indices and allocation accounts are separate records. Zero baseline heat has no defined percentage saving.
Evaluation and production scopes require their own evidence. The local licence checklist sends no request and grants no licence. Parameter and sample downloads are complete readable records; the sample is unsigned.
